Environmental Law Research Center of the Faculty of Law, YSU following its traditions continues to bring to the awareness of wide public the trends and perspectives of development of national environmental legislation. Today ELRC hosted Mr. Theodor Juroszek - Resident Twining Advisor in Armenia, Mrs. Julieta Ghlichyan - Head of division of Strategical Programs and Monitoring of the Ministry of Nature Protection of RA and Mr. Vardan Tserunyan - Coordinator of the Twining Project in Armenia. The lecture was held in the atmosphere of interesting discussions and constructive debates.The guests expressed thankfullness to ELRC for promoting the publicity of the Project.

The speakers introduced the content and the main directions of application of the IPPC system in RA. The draft law is expected to be elaborated and circulated by the end of 2014. The new system will replace the existing system of environmental permissions with a more convinient for business "one window" principle. Among the main privelegies of the new system are elimination of red tape, issuance of all environmental permissions within a unified procedure during 240 day period. Besides, application of the IPPC system will enable to shift the priorities from control to prevention which is justified from the point of view of nature portection. The IPPC system opens opportunities to consider the adverse effects in the phase of issuance of permissions and elaborate measures for prevention based on the idea of best accessible technologies. In the view of the German expert application of BATs per se is an economic incentive for the business which allows to cut down the expenses (nature protection and nature utlization payments) for adverse effects on the environment.  Within the IPPC system procedures of public participation will be incorporated parallely with the one within the EIA procedure.

  The Twining Project in Armenia consists of the following four components:
1. Improvement of legal framework for introduction of Integrated pollution prevention and control in Armenia;
2. Strengthening the institutional framework for integrated permitting and control; 
3. Improvement of the Ministry of Nature Protection's and key stakeholders' capacities in integrated permit procedures, monitoring, inspection and enforcement through extensive traingin sessions;
4. Selection of two pilot projects and implementation of pilot and inspection
